Express Program Overview
Only businesses with 100 or fewer Massachusetts employees are eligible for training cost reimbursement under the Express Program, with the following guidelines.
Eligible businesses can receive up to $15,000 per calendar year in training reimbursement.
Reimbursement is available for approved courses at a rate of up to $300 per instructional hour, with a maximum of $3,000 per employee per course. Any costs exceeding these limits must be covered by the employer.
Reimbursement amounts are based on the business's number of Massachusetts employees at the time of application:
100% reimbursement for businesses with 50 or fewer MA employees
50% reimbursement for businesses with 51 to 100 MA employees
General Program Overview
The General Program supports Massachusetts businesses of all sizes by providing funding for large-scale, customized, and strategic training initiatives aimed at upskilling or reskilling their workforce.
Employers collaborate with a training provider of their choice to design a tailored training plan that complements but does not replace their existing workforce development efforts.
Up to $125,000 per company to train your staff (including wages paid to employees during training).

Massachusetts employers who pay into the unemployment insurance system are eligible to apply. Small businesses with 100 or fewer employees may qualify for the Workforce Training Fund Program/ Express Program, while larger companies may apply through the General Program.
