Who is Eligible for Trade Training?

To be eligible for TAA, workers must be part of a group that has been certified as trade-affected by the U.S. Department of Labor.

Typically, this includes employees whose jobs have been lost due to:

  • Increased imports of goods or services.

  • A shift in production or services to a foreign country.

Petitioning for TAA benefits can be done by the affected workers, a company official, or a union representative.

Once the petition is certified, individual workers can apply for benefits through their state workforce agency.
